confused between A and D

in A the use the phrase for....to for... to shows parallelism.

D , though a bit wordy conveys a clear meaning

MGMAT SC book says that Permit X to Y is correct idiom!!

Im going against the tide and chosing D. somehow usage of "for damage to" in A appears confusing to me. Though D is a bit wordy but it conveys more clear meaning by using "for the damage of".
Pls post the OA to make things clear.

IMO A.....it is simple.....I just underliend the question and checked for the ||ism between underlined and non-underlined portion.

Non-underlined part says "does not allow claims for injury to people".....since Federal legislation permits something and does not allow something, then these two parts should be ||el to each other. Keeping same thing in mind "injury to people" should be ||el to "damage to their natural resources", damage to is only in A so IMO A....
