Federal minimum wage is the least wage every person gets and not below that, and if the small businesses are exempted and the larger ones are not then the workers will be attracted towards the larger businesses and the small businesses will also have to pay the increased wage even though they are exempted in order to attract the workers hence they are opposing the increase in wage therefore + 1 for B.
