Every school has a different deadline, however, if you are taking the GMAT in March 2010, you're too late for Fall 2010 (except for the very late rounds which most people suggest NOT using as your first application). You'll be a bit early for applications to begin Fall of 2011. Essentially, the top level full-time programs have application deadline dates about 9-10 months prior to classes starting. I know I just got an email from Notre Dame that a deadline is approaching November 16th. As for "at the earliest", these deadlines are not a "no later than this date", but are actually "no earlier than this date" situation.
As for getting the other paperwork, the best thing to do is to decide which schools you are interested in and then visit each school's website to gather information about applying. Be sure to look into the TOEFL (Test of English as a Foreign Language, i think) exam. This is required for all international applicants.
