A large rise in the number of housing starts in the coming year should boost new construction dollars by several billion dollars, making the construction industry’s economic health much more robust than five years ago.

making the construction industry’s economic health much more robust than five years ago
and make the construction industry’s economic health much more robust than five years ago
making the construction industry’s economic health much more robust than it was five years ago
to make the construction industry’s economic health much more robust than five years ago
in making the construction industry’s economic health much more robust than it was five years ago

My answer is C.
For A, "it was" should be added after ...much more robust than.
For B, "and make" does not fit in here; "it was" should be added after ....much more robust than.
For D, "to make" does not fit in here; "it was" should be added after ....much more robust than.
For E, "in making" does not fit in here.

Correct me if I am wrong.

i go with C too, just sounds better plus is in line with verb tense agreement and corrects the modification problem with the original statement, plus the comparison error "more than it was"

(C) by POE. Notice there is 2-3 split in the answer choices and 'making' is the correct participle that should follow

"A large rise in the number of housing starts in the coming year should boost new construction dollars by several billion dollars"

A is wrong because it compares economic health to five years ago

C is right because it compares economic health to the economic health five years ago.
