I'd go with C

D comes closest but it is modifies the message of the sentence. The author is trying to highlight the fact that the waterfowl swallowing spent shotgun pallets is one of the reasons but (D) conveys that this is the ONLY reason.

Is it idiomatic to say "One reason X is Y is that ...."? I think the correct usage is "One reason for X to be Y is that ...".

Bare-bone phrasing of (B) leads us to something which reads as:

One reason why "something happens" is because - which, in my opinion, introduces redundancy.

A, B, "is because" is always ungrammerful.

D, for the reason that is weird

E, "because of the reason that" is redundant.

In (A) the "because" is redundant.
