Yeah, answer should be C


I oversaw fifteen repeated for Great Britain, Japan and W.Germany in choice D. I agree that D is wordy.

I go with C

A: should not be thirty-five persent of a country, but thirty fice persent of graduates

B:"it" is ambiguous

D/E emphasis which should be on "graduates " has been shifted to "percentage"

C is correct
