lets say the equation of line is

y = mx + c

so c is the y intercept of line

Now from 1
m = 3c making exation : y = 3cx + c
INSUFFICIENT

From 2
y = 0 at x intercept making x = -c/m = -1/3 therefore m = 3c SAME AS A
Again INSUFFICIENT, we want the value of c

from both

as both equation gives as exactly same info.. and none is sufficient

Ans is E
