A. ackward construction and use of "which" is wrong
D and E have a modifier problem.
C. "for protecting" is not better than "to protect"; also 'politician decided'........ 'and instead' are not parallel
B. right modifier; ..............., proposing instead' is acting as the subordinate clause

OA is B.

Here is my explanation:
D,E -> out
D. an ambitious plan to protect wild salmon
E. an ambitious plan to protect wild salmon

- Incorrect modifiers.
Now if you carefully look at A,B,C you will figure out that the SC is testing for "participle". If you are still not sure then try the remaining steps.

C->out
C. for protecting wild salmon
- "to protect" is teh correct usage

A-> out
- "instead of ewhich" in not right

B remains.
