IS THE ANSWER E?

Yes, it should be E.

Number of days in year X depends on days in february.

Statement 1: Total number of days in jan +feb = days in feb+march
Thats an obvious as well as useless statement. days in march and jan are equal (31). we dont get number of days in feb.
Not sufficient

Statement 2: Exactly 5 months which do not have 31 days.
Again and obvious and useless statement. every year has 7 months with 31 days and 5 months which do not have 31 days. we cant get number of days in feb
Not sufficient.

Combining these statements also would not give any new information.

Ans E it is.
