for a 40+ score, i dont think you need to get ALL of the first 15 right because one or two mistakes will not take your score below 40. If you get a simple question wrong, thats a big reduction. if its a hard one, its not a big deal.
if you really screw up the first 15 questions, yes, you might end up with a sub-40 score. with verbal, in the first 15 , you have CR's and RC's. Plus, not everyone puts their heart into RC's and CR's as much as they into SC's and that is a problem.
