Its from 1000sc and I agree with you. I though flatly should be used since it is an adverb and we need an adverb to modify packed (v). Apparently flat is an adverb as well like.
I would have picked E
actually i would have picked A... there is nothing wrong with "it is necessary" so i hope no one says it is incorrect due to "It" not having a referrent sometimes people can be very dogmatic in their application of rules
2 problems with flatly: 1) flat modifies clothes... e.g. the wind remained strong... strong here is an adj modifying wind. flat is a adj modifying clothes 2) flatly does not mean in a flat manner. for it to describe packed it would have to be "in a flat manner" not flatly
look at you dictionary what does "flatly" means. Surprised?
