For a trade embargo against a particular country to succeed, a high degree of both international accord and ability to prevent goods from entering or leaving that country must be sustained. A total blockade of Patria’s ports is necessary to an embargo, but such an action would be likely to cause international discord over the embargo.

E goes way to far with "must." Be aware of extreme language on CRs.
Besides, the stimulus clearly states that a high degree of international accord is necessary. High degree does not equal unanimously.

I think it is D.

I choose D.

For embargo we need international accord and block ports.

If you block ports ---> not international accord -----> fail

I go with D. With D, you have a proper chronology of events.

Premise:
1) For a trade embargo against a particular country to succeed, a high degree of both international accord and ability to prevent goods from entering or leaving that country must be sustained.

2)A total blockade of Patria’s ports is necessary to an embargo, but such an action would be likely to cause international discord over the embargo.

Conclusion:
3) (Therefore) Any trade embargo against Patria would be likely to fail at some time.
