Answer is D.

Since total blockade is going to cause international discord, natural conclusion is -
Hence any trade embargo against Patria would be likely to fail at some time.

Option D;
for Embargo, both international accord and total blocade are necessary but the passage tells that total blocade will result in international discord, so definately there are high chances forEmbargo to fail.

(B) --> balance of opinion is not the only criterion for success of embargo since argument says " a high degree of both international accord and ability to prevent ....that country must be sustained"
(C) Partially true
(D) Correct ! " A total blockade of Patria’s ports is necessary to an embargo, but such an action would be likely to cause international discordover the embargo.

(E) Same type of reasoning as B

Only A and D are contenders
However A talks about FAVOUR which we are not sure.As far as the facts are concerned
"an embargo is likely to fail " which is all we can say
