E, the verb should be "HAVE" as the 2 things devastation and enslavment become plural with the "and" connection.

Is the Peoples in all answers a typo ???

I believe that modifies the noun progress
(A) should be correct IMO

'that' modifies 'progress' and not devastation and enslavement. "A" should be it.

Furthermore,
"the devastation and enslavement in the name of progress ..." is not parallel. it should have been: the devastation and the enslavement...

A should be it as "that" modifies "progress."

New1975, "peoples" here means "societies."

bit confused with the meaning of sentence,

does the sentence say, "progress decimated people"
(Which i believe is not correct, how can progress kill people, I believe enslavaement and .... is resposible for decimating people.

Correct me if I am wrong.

I think the that has decimated... is the result of the devestation and enslavement
