I think this is between A & B.

To me the best answer would have been "they originally seemed to" as the cost level is always assessed after the travel and not before.

Anyway it looks like a general principle and I guess this is not a mistake to keep all the phrase at the present tense, as "to" is necessary here.

D for me.so, if B is correct, then can one end a sentence in GMAT with preposition?

OA is E.

it originally seemed (that) they would (cost)

In fact, I do not really agree with this OA.
I doubt whether we can omit "that" when we use "it ~ that ~".

I think that E is better than A or B, because in A,B the word "they" could be referring to both the travelers and the vacations.

The difference is that in D, "originally" comes after "seemed". It's wrong.
I'm not sure how it is called. I think it's an Adverb of frequency.

Like you could say: "Luckily, my answer was right""
And not "My answer was right, luckily.
