I will go with B
Here they refers to charter vacation
they can only refer to a noun and not a verb/infinitive.

Btw, srijay ending a sentence with a preposition is a taboo in formal written english.

Ya you are right!
They say in formal writing a sentence cannot end with a preposition.

So what's the OA?
