I first thought the "they" has no clear reference, but in this case, you actually need "they" - which refers back to consumers - to convey the meaning. Without it, the sentence is not complete as you are not sure what "free of damage claims and moving violations" is referring to. Eliminate A, B, E.
I didn't pick D because it changes the meaning of the original sentence by using "may be".

Give me E.

I believe the sentence has to maintain its meaning...which says...even if they keep free of this...their cost still keeps rising.....if you use "even if they are" that misses the tone of sentence.

On second thoughts....

C

because in E "even if remaining" makes it ambigous whether "cost" is free of claims or "consumer is"

Between B and C - C has a clear referrant.

Agree with C as "they" has a clear reference "consumers".

A is wrong because the sentence with out dependent clause will fall apart.

It comes down to C & D. D is wrong as it changes the meaning by using may be
