A) , B) and E) does not clearly depict who/what is free of damage claims and violations.

Between C) and D), D) looks better. Somehow even if they are free of damage does not click.

OA is D
But E also sounds equally good

It is the consumer, not the price of automobile insurance, which is free of claims. So that leaves C and D. D sounds a little better to me.
