(B) the importance of being able to express their views is greater Incorrect since importance is being compared to being popular.
(C) having the ability to express their views and perspectives is more important This is a tough one. Both are adverbial modifiers. The only reason this can be marked incorrect is that GMAC doesnt likes to compare long modifiers to a single word modifiers. Courtesy-Tommy's Video.

By the way, there is a split as well between GREATER and MORE THAN. In my opinion, GREATER is more suited when we compare two numeric quantities.
ex- The price of silver is five dollars GREATER than the price of copper.
The number of dogs is GREATER than the number of cats.

Verbal experts. I would really appreciate if you explain why C is incorrect.
