For the first time since influenza vaccines became popular, the number of people expected to want the vaccine exceeds the amount of vaccine available. In order to manage the impact of this shortage on the public health, the governor has issued a directive ordering that the vaccine be made available first to groups most vulnerable to serious complications from the illness. The directive states that all children in the sixth grade and younger, and all people over 68 years of age, be provided the first option of receiving the vaccine through special 2-day "flu clinics" set up in elementary schools and senior citizens' centers.

If all of the above statements are true, it can be most directly inferred from the passage that

* There will be rioting in the state in reaction to vaccine shortages. out of the scope
* The majority of un-vaccinated people will be working adults. Most temting answer but there is no age limit for working class
* Some people in nursing homes will refuse the vaccine, making more available for working adults. out of the scope
* Students in the seventh through the twelfth grade will be next in priority for receiving the vaccine. out of the scope. in the stimulus, nothing has been discussed regarding this
* Some residents who are not in either priority group will be unable to find an available dose of vaccine. Correct.

Due to the shortage and the groups being given prority, some residents might not get the vaccine, hence should be E

the ans is E in my opinion because
1)people older than 20 will be surely adults no matter what age the have( its a weak clue )
2)on the other hand in the paragraph the last sentence does not mansion the working and non working adults.
so the only thing that can be inferred from the passage is simply adults (weak clue ) or people not stated in priority group (strong clue because it cover all other prople )
