Since XYZ always requires present participle(as used in GMAT). Hence B and C are the two options. But C is more concise with the usage of more than double.

C is correct. Since it uses present perfect tense to indicate that a prcess started since 1983.
Initially I also picked D, but realized that it does not use present perfect.

OA is C.
I understand why C is correct. But at the same time I can't find anything wrong with D. Can somebody tell me what is wrong with D?

When you use "since", perfect tense is better than past tense.
