(1)

the first tourist can stay in any of 5 hotels
the second tourist can stay in any of 5 hotels
and so on 5*5*5*5=5^4

(2)

the first tourist can stay in any of 5 hotels
the second tourist can stay in any of 4 hotels
the third tourist can stay in any of 3 hotels
the fourth tourist can stay in any of 2 hotels

5*4*3*2=5!=60
