not any happier is redundunt (IMHO)

D is ugly

E distorts meaning ( we are to compare how people CONSIDER themselves in big vs how people CONSIDER themselves in small cities - we should use DO instead of ARE)

vote for D
consider themselves no happier than do people.. = no happier than CONSIDER people...
the comparision here is Happier -> need to be.
