(A) no happier than do people living
(B) not any happier than do people living
(C) not any happier than do people who live

(E) not as happy as are people who live

C and E are not paralle so they're out
D is awkward

Between A and B, go for A. A is more concise, while B goes for a sentence structure that is lengthy.
