*OR*...is it possible that GMAC doesn't re-scale the questions at all?

Perhaps a 690-level question from 1990 is still a 690-level question today...but because of increased access to GMAT Prep courses / competition to get into B-School / etc, a higher percentage of people are getting this 690-level question correct? Could that explain the phenomena that the bar to reach a XX percentile score is increasing year after year? (In 1998, 90th percentile was 660, today it is 700).

If this is true, this would mean that the bulk of IR scores would shift to the upper tail of the score range over time. In this case, it would be better to wait as long as possible before taking an exam with the new IR section. This would weaken my proposed argument that I made in the post above (Yes CR is on my mind haha). Hmmm...so which one is it?
