Does anyone know how often GMAC puts fresh (newly retired) questions into the GMATPrep software?

I don't think they've ever done that. I believe the software has remained the same since PearsonVue acquired the GMAT test from ETS.

I haven't heard of any updates. You should be able to see what the date of the version is if you go to "Help" and then "About" in the menu.

I reinstall the GMATPrep (delete and instal again), once every 2 months. I have noticed new set of questions, but the % is less.

You'll not get all new questions, but if you're careful, you'll notice the difference.
