Stuck between C and E
I will go with C because just like std of living; unemp. and prices have also started soaring since 1965. Hence, "have" is preferred to "did"

after a lot of thought I prefered C ....

but E is still staring at me... :-D

this sort of consiruction of a senetce comes under the comparision...

here we have to compare two ''like '' things and the ''thing'' to be compared here s the soaring of two or three aspects...

one ''standard of living has SOARED... and two uemployment and prices too HAVE soared''

A) an awkward part that is not CLEAR...
B) here the comparision is between the ''soar'' of standard of living and directly the unemployment and price

D) the sam except for the ''so'' which is additional

E) very attractive choice cud well be the right one too ''did'' makes it perfect but some how there are two things tha we hav and hence we need a plural verb...

c ) plural verb is '' have'' and so helps it get better...

C it is
I believe present perfect tense is better because the soaring happened from 1965 onward.

yes, i think its C

for E to be correct, the first half of the sentence needs to be in past tense

for example, if E were to be correct, the sentence should read like this
In two decades, Yugoslavia’s standard of living had soared, but so did unemployment and prices.

C.
Usage of "but" is proper,not "and".This eliminates B and D.

"has soared" agrees with form of "has/have". So C is correct.

C. present perfect is correct to use. "..has soared. .. have.."
