Yes C is correct.

But I could not understand why D is wrong.

I guess D is wrong because unemplyment and prices are not suppossed to increase in the given case but they did, so "but" is more appropriate than "and".

well, tense does not agree.
"has" in the first part and "did" in the second part donot agree.

The phrase 'standard of living' here is meant to give an impression that Yugoslavia has been doing well but on other fronts there is a slight problem. Hence the 'but' and not 'and'.
The overall flavour of the sentence here determines the choice and not the semantic.
