(A) but unemployment and prices too
(B) and also unemployment and prices
(C) but so have unemployment and prices
(D) and so also unemployment and prices
(E) but so did unemployment and prices

Can someone explain as well. Thanks.

I will go with C as well

You need but to provide a contrast
C - correct use of tense

Also ,unemployment and prices is a plural subject , so usage of have

From 1965 on, Yugoslavia’s standard of living has soared, but unemployment and prices too.
(A) but unemployment and prices too
(B) and also unemployment and prices
(C) but so have unemployment and prices
(D) and so also unemployment and prices
(E) but so did unemployment and prices

to show the contrast 'but ' is required instead of 'and', so B & D out.
among A, C, E, C is best as uses correct tense and the 'have' agrees with the plural subject 'unemployment and prices'
