Only E must be true based on the information.

A/B/C/D - they may or may not be true.
E. Let 100 be the population and 1000 pounds be the amount of fish consumed. Percapita fish consumption is 10 pounds.

New population = 1000+4.5%of 1000 = 1045
New population = 106
New percapita consumptions: 1045/106 = 9.8

Hence per capita fixh consumption is decreased.
