(A) Similar to rising interest rates, consumer and

(B) Consumer and producer prices have been rising,
as have interest rates.
(C) As interest rates are rising, so have consumer
and producer prices.
(D) Consumer and producer prices have been rising,
like interest rates do.
(E) Consumer and producer prices, as interest rates,
have been rising.
Which is right and why?

(B) is right. It's the only grammatically correct expression. Subject and verb agree, and it's all in a form of past tense.
(A) You cannot say that something "rises similar" to something else. "Similarly" would work, but even that is a little awkward.
(C) Present/past tense in the same sentence
(D) Present/past tense in the same sentence
(E) No verb is there to act in connection with "interest rates," so there is faulty parallelism here.

How do you know have is in past tense?

I think past/present tense means past/present action rather than the tense. Both are in present tense, but they are not used properly and are unparallel, which is the main error here.
