A) "Hypothesis of there being" is unidiomatic and unnecessarily wordy
B) Gall’s hypothesis of different mental functions that are localized in different parts of the brain is widely accepted today
"that" is misplaced here. You want the "different mental functions" as part of the restrictive clause because it is them which are localized... Hence, "that" should be introduced right before "different mental functions"
D&E are plain wordy

BTW IO, why is your target GMAT so low? Do you don't care about it or it's just a statement you are making to stand out from the crowd of the wannabes here  Just curious..
