If you are applying to Villanova, you should be also looking at other top programs, like Vanderbilt and WUSTL. No one can give you a real answer though without more information. If you have a 3.7 GPA, good internships, and write a good essay, a 670 is good enough for any top program except for MIT. If you have a 2.3 GPA, no internships, and do not write a good essay, a 670 will not get you in anywhere.

I got into Villanova and am waiting to hear back about the fellowship. Their admissions office is very helpful. I would suggest calling them and asking about your situation. Also, realize that the GMAT is only one of many components of your application. You are applying for an MSF, not an MBA where you need a rock-solid profile to get in. MSF programs allow some weaknesses as long as you have strengths to make up for them (e.g. good GPA to make up for a poor GMAT).

Your quantitative score is great. Your verbal score is not. Do you live in a non-English speaking country? If so, you need to make sure your TOEFL score is high enough to get in. All programs have a minimum that they list on their website.

A 670 is average or above average for many programs, including some top ones. I would ask the admissions office at the schools you are applying to.

@Commdiver: do you think that work experience is important to MSF programs? Both of my WE and internship are not much related to Finance but focus on import-export mainly. Should I still mention it in my application form?
