1) Let the countries be A B C D E F
say B sends 41 representatives.

When A send less than 10
A = 9 B = 41 C = 8 D = 7 E = 6 F = 4
When A sends 10
A = 10 B = 41 C = 8 D = 7 E = 6 F = 3
Hence both less than 10 and 10 are possible.

As shown above A can have less than 10 and 10.

Same as above. We cannot say conclusively whether A send atleast 10 representatives.
