I took the GMAT in early May and my total score is 740. I unluckily scored low on the quant - 90 percentile. I scored a 6 on the essays. I have just over 2 years experience and I would like to go in for a Consultancy major. I am a software professional with Novell (a leading software company), but I've had no manegerial experience. I've completed a post-graduate Master's degree in Computer Applications from a (the?) top college in India, though my gpa is very low (about 4.1 out of 6). My graduate gpa is also very low. What kind of colleges can I apply for and how do my prospects improve if I gain more experience? Also, what else can I do to improve my chances? Ideally, I would like to be accepted into one of the top 15 colleges as per ratings.

First of all, your GMAT and quant score are not "low." They are both high. I also wonder if your grades are as "low" as your GMAT score.
In any case your lack of experience is a problem at most top schools. You would be wiser to work for an additional year or two and then apply. During that time try to take on responsibility at work and if you can't at work, then try to take on leadership roles in volunteer organizations.
