I was also surprised as I took few of the paper tests. The grid which allows you to evaluate your score is not the same. With the same number of points, the overall score can differ from test to test.

Following your idea and admitting that guy 1 made Q49 V38 and guy 2 made Q50 V40, we can image these men with both a 720.
Some things appear unfair on both side but more for the first guy.
For the guy 1
