A doesnot clearly differntiate between cause and effect....From A, it seems that $50 Billion got added to the strain....

Yea D makes sense.

Luking for the verb tense, initially i narrowed on A, coz it uses have for the 1st action and simple past for the second action, which is grammatically correct.

Tell me if Im wrong, but in (A) I think there's also a SV agreement mistake.
50 billion ARE estimated...

Subject Verb agreement.
I might wrongely think that "50 Billion" is plural and "is estimated" singular.
