Government policies should ensure that network owners charge nondiscriminatory
prices to any client who wants to use their home network to distribute information.

When we want to refer to a person, the word "who" is correct over "which".

A. who wants to use their home network to distribute information
B. who wants to be using his home network to distribute information
C. who wants to use his home network to distribute information

"A client who want to be using": what does it mean? we do not need such passive construct here.
"any client" is singular so the pronoun cannot be "their".

All this leaves us with C, so IMO C.

correct answer is C. the pronoun used shall correspond to subject who..that is singular.

No, the OA is C.

Government policies should ensure that network owners charge nondiscriminatory
prices to any client who wants to use their home network to distribute information.

A. who wants to use their home network to distribute information
B. who wants to be using his home network to distribute information
C. who wants to use his home network to distribute information

"who" acts as a noun modifier and hence it refers to the last eligible noun => "client".
It cannot jump all the way to "network owners".

No, even if 'Who" was able to jump all the way back to "Owners", it doesn't make sense that "who" modifies 'owners'. According to sentence meaning it MUST refer bacj to client, which is SINGULAR.
