Why is the first sentence correct? with more than one million.... modifies is, not Tokyo.

I don't think "with more than one million" is modifying IS. It is a prepositional phrase that acts as an Adjective and modifies the Noun Tokyo.

ok that is what i also thought. i picked this sentence from someone elses notes, so whether this is correct is debatable.
