Tokyo is, with more than one million inhabitants, the most expensive city in the world.

Tokyo, with more than one million inhabitants, is the most expensive city in the world.

Why is the first sentence correct? with more than one million.... modifies is, not Tokyo.

I feel the second one is correct.

What is the source of these sentences???

They are both correct. I just want to know why the first one is correct.

I don't think "with more than one million" is modifying IS. It is a prepositional phrase that acts as an Adjective and modifies the Noun Tokyo.

ok that is what i also thought. i picked this sentence from someone elses notes, so whether this is correct is debatable.
