Okay. thanks. I see my error. I was comparing pollution instead of the amount of pollution.
1. The amount of pollution in New York is equivalent to that (amount) of (pollution) (in) New Jersey.
3. The amount of pollution in New York is equivalent to that (amount of pollution) in New Jersey.

I thought I knew this part of pronoun reference, but now I am confused.
A quick search for a keyword "that of" in 1000SC led me to believe that there is a bit of science in this section of pronoun reference.
I have copied some of questions below to conclude for yourself.
OA's are in white under each question.
Would be keen to hear some insights.

Back to the original post, I would go for the THIRD sentence.
Second sentence "that of in" sounds weird.
First sentence "in New York" and "of New Jersey" are not parallel.

I'm not sure if its a good written practice to use two preposition as they are used in II.
I would have gone with the III choice.

I don't see how II can be right at all!! Only III works. "that of in"???? definitely not right.
