Well, I had a really great diagram made up, but it will not let me post it!

Basically, I used two right triangles with known sides of 300 and 400. The hypotenuses run from X to Y. If you solve for the hypotenuses, they are 500', together they make the distance from X to Y 1000'.

Wish I could attach my photo!

errr...

2 blocks east (400x2 = 800)
3 blocks north (200x3 = 600)
Big fat right triangle since all streets run north south or east west. Use pythagorus.

8^2 + 6^2 = 100
sqrt100 = 10.
10*100 = 1000

2 blocks on east west = 800
3 blocks on north south = 600

distance between X and Y is nothing but hypotenuse of this right angled triangle = 1000

Answer is B.
