well. the right idiom is "in spite of" the other choices are wrong based on only this 3 words.

The others have wrong verbal tense or are ackward.

because B correctly modify Amstrong and E simply has no sense.

If you read the entire sentence with choice E doesn't comunicates anything at all

Correct Choice is B

A) doubtful whether having all the …… is correct.

B) correct choice. Grammatical usage of in spite of. Obeys parallelism In spite of x and y (noun Noun)

C) in the spite of is not idiomatic. Of his illegally taking is ungramatical and awkward

D) by the time changes the intended meaning and wrongly suggests that He was the winner of the race untill he was taking steroids.

E) despite being … not correct usage.
