its between A , B and C...we need "effect" here

why would you pick one over the other?

When do we use possessives?

Also, could this SC be written like this:

C is my choice.

To hope is not a rational way to effect change - is also right way of putting the same meaning.

I agree with Geethu...the answer should be 'C'.
The answer provided by praetorian is also right but since it is not one of the choices we can't go for it.
