Tricky indeed. "C" it is going back to linking the q/stem.
How to decrease the number.....but does not make sense I feel. :evil: I hate such questions... gmat urrghhh....

The big question here is, how to reduce the number of follow up surgeries. If these could reduce that number of follow up surgeries then, it could be a best thing for the hospital and patients.

I got confused with the number and cost of surgeries and went for E

but C seems obvious to reduce number of surgeries
