In terms of describing the working experience of their entering classes, schools calculate work experience in terms matriculation date, but in evaluating your application they will be interested in your actual work experience as of the date of application submission. If you want to emphasize your work experience saying something like "I will have 18 months of work experience when I matriculate" will be fine.
