How many 4-digit numbers begin with an odd digit and end
with an even digit?

a. 250
b. 500
c. 2,000
d. 2,500
e. 5,000

5 ways of selecting the first digit = 1,3,5,7,9
10 ways each of selecting the 2nd and 3rd digit
5 ways of selecting the 4th digit = 2,4,6,8,0

= 5 * 10 * 10 5

there are 9999 minus 999 four digit numbers. (9000)

So how many start with odd digits?

They can begin with 1,3,5,7 or 9, and there are 1000 numbers per "set".

So, 5000.

How many of these end with an even digit? Half, or 2500.

This does, however, give me an interesting question idea...
