9 pages from 1 to 9 will require 9 digits;
90 pages from 10 to 99 will require 90*2=180 digits;
200-(90+9)=101 pages will require 101*3=303 digits.

Total: 9+180+303=492.

Answer: C.

The first part containing the unit digits is easy to understand, however the parts containing the tens digits and hundreds digits needs some extra clarification.

Each page from 1 to 9, inclusive (so total of 9 pages) needs one digit;
Each page from 10 to 99, inclusive (so total of 90 pages) needs two digits (for example page 12 needs two digits: 1 and 2);
Each page from 100 to 200, inclusive (so total of 101 pages) needs three digits (for example page 123 needs three digits: 1, 2 and 3).

After attempting hundreds of official GMAT questions (OG11.12 and 13) i can safely say that the language used by the GMAT will be less ambiguous and clearer..
