Do we start Is foot and feet the same?
Does area or circumference play a role?

X is lenght of wire that is a cilinder

Volume=pi*0.0016*X=1
X=1/pi*0.0016=approx=1/0.005=1000/5=200 feet

This is hard.

Actually you got my solution, except you picked up the cue of volume.

X is lenght of wire that is a cilinder

Volume=pi*(0.004)^2*X=1
X=1/pi*0.004*0.004= 62500/pi feet.

I guess, Saylor fell in the trap of faction multiplication.
Otherwise, His/Her approach is correct. I have also
fallen into similar kinds of traps before. Hope I won't fall
during my real GMAT.

I missed a zero
its diameter is 0.008; its radius 0.004; squared = 0.000016
1/0.000016*pi=1/0.00005=100000/5=20000 feet
