Can you explain the answer? my answer was D which is wrong

A is the best

This is a parallelism type of question....there are two things that are being said

1) that there is a waste in government
2) that government spends beyond its means

the second part of the sentence contains "that" in the non-underlined part, therefore for parallelism, the first part should also contain "that". Thus, B, C and D are out

Out of A and E, A makes more sense due to the presence of "however".

What is the meaning of "However much"?
Is there any website that has meaning for phrases? (Not words)

I believe that "However much . . . " can be roughly translated in this context as:

"Regardless of the probability that many or perhaps most . . ."
